Animated post card for Android, is that possible ?

Does anybody know whether it's possible to create an animated post card with placeholder inside, so a part of animation will be later replaced with some image.

What instruments should be used, what file format should it be - Animated GIF, Flash or maybe even some video file format ?

Any hint will be very much appreciated !
