After I install and sign it steel will not open. it will go to the black screen with the 3 changes that need to be Change I guess?

Not quite sure what you are trying to open in the ePetition app. I think the idea is to basic download it and then just leave your comment/rating (5 star) to say that you want to be counted in as a petition signer.

what is the "3 setting?" I downloaded the ePetition Open Android Market, is that what you are asking about? I rated it using the Android Market, and that is pretty much all that you can do with the app.
