what is debugging?

their is an option of the same to put pho.e on debugging mode when connected with USB

Debugging mode will let you connect to your phone with the Android SDK (the android development kit) on your computer, if you have it. It's used by developers to do things like debuging (checking for errors) an app running on an actual phone. Theres other things you can do with it and I believe it is used to root phones in some cases.

It's also needed for a PC to Android device USB connection to control the Android device via PC software to Synchronize or Tether.
