how to connect android real device to website

when i am connecting my android mobile to pc to localhost (wamp based server ) to connect to one the script that authenticates the user wheather the user exist or not after pressing the login button on mobile it gives an error "java.net socket Exception. The operation timed out."

plz help me on this issue any help would be greatly appreciated
