It depends on the actual fault. Are you getting absolutely no signal via wifi or 3g, can you get a homepage or not, how long for or is it since you've had the device, have you paid your bill ;), stock or downloaded browser etc. If you can give details of things like this you can deduce the probable cause, or at least rule out what's not the issue.

i can pick up my router and connect to it but i cant go any further than that

Should be no problem if you can connect to your router. Have you signed in to your google account ok?
