speech-based interface for browsing

Hello. I am new to android development and kindly ask experienced developers for advice regarding the following. I want to create an application that enables user to work on browser by just speech. Is it possible to create a navigation like thing (like mouse arrow)on the screen that moves as you say "up", "down", "left", "right" over the browser and clicks an object (link) when u say enter. Any help/advice/link much appreciated
