struggling to get anything to download on a new android notebook

it says error every time I download anything so would appreciate any help

I don't know if this will help but it's a good place to start. Go into your settings and find your app manager. Open Google Play's settings and then press "Clear data" and "Clear cache". If there's a problem beyond that, and the tablet is new, I'd contact the manufacturer.
