You can find the official android developers guide at: http://developer.android.com/guide/index.html
If your totally new to programming, I would suggest getting a book on java for beginners since the actual language used for android is java. You can find some helpful tutorials on android development at this site: http://www.anddev.org/index.php

Well, if you already program with actionscript, you may want to skip a java book and go straight for an android specific book. I've heard that java is similar to actionscript so you should be able to pick it up. Try searching google for a beginners android developement book.

thanks, thats what I did but the book I got (beginning Android 2) turned out to be mostly just using components

What type of apps are you wanting to make? Games, tools, social? Maybe I can suggest one if your more specific. In the meantime, check out this free online book from the anddev community: http://andbook.anddev.org/
