Is there a app out that can sync your driod to a car radio FM (w/o needing an adapter)?

No, not unless your radio has some sort of extra connectivity besides FM/AM. If the radio has Bluetooth connectivity, there may be an app that lets you stream music over bluetooth, but I'm not sure.
