There's a thread here though it's not too detailed, but XDA is probably the best forum to check/ask.

Hey Buddy

As I know smartphones do not provide option to downgrade Android version, the best way is rooting it and installing a custom ROM built for your device.
Personally I haven't downgrades the OS but upgraded my previous phone HTC wildfire from 2.2.0 to 2.3.7 using CM 7.

I don't think downgrading from android 4.0 to 2.3.6 is possible!! Correct me if i am wrong!

There is an app called ROM Manager on the phone please select it. Then make gold card with Htc dongle and download rom from Admin edit: **links are forbidden** and update your phone.

As i think we can upgrade and downgrade the OS version on the device by simply changing the ROM build
