do you know you can navigate with map without data or wifi?

Well, I have tried doing this I switch my wifi and data connection off for a while I was at my town and once o got out from there and switch on the GPS in order to have a look i can't find my location, it says location update failed and when I switched the Data connection in the on mode my location is been shown in the map this makes me think that may be i can't navigate without data or wifi. If you know something about this then let me know, I am using samsung galaxy tab2 p3100m, JellyBean (4.2.2).
