no ART option

is it possible to run art on an All winner a31s tablet. It is not listed as an option in the developer option menu?

Hmmm interesting. Well I was talking to a colleague about this, and he said that Samsung and other OEMs have actually disabled/removed this from their devices, so you may just be out of luck with your device.

That being said, maybe Android L, rumored to be 5.0 Lollipop, could bring it to your device in the fall of 2014.

As Loie says, ART won't necessarily be present because a device is on 4.4+, just like not all apps are compatible with it. Samsung have disabled it because it's not compatible with TouchWiz, other manufacturers may do the same if they can't, or won't, make their UI apps work with ART.
