add apps to link with whatsapp

I am trying to develop an app which will be an addition to whatsapp, i dont know if it is allowed. I have read the terms and conditions and my app will not automize the use of whatsapp. even i sent email to whatsapp but they are not replying properly please help me out professionaly and

Can I design a keyboard for friends list which directly sends prewritten messages to the people I tag (check mark) for convenience
