can i download apps to my computer then put them on my phone?

Android apps are packaged as .apk files. Usually people download them directly to their phone via Android Market, but you can Google for .apk files (or torrents of .apk files). You probably should make sure the app you're getting is a free one.
You can also search for and download free apps to your computer from the Android Freeware Lovers website.

You'll probably also need to check the "Unknown Sources" checkbox in the Settings->Applications screen.
Once the apk file is on your device, just tap on it using any file explorer (Astro, ES File Explorer...) and the application will be installed.
