Hey how can I do a factory reset on my phone? Is this hard to do?

ok I have a HTC evo 4g running 2.3.5 and when it starts up it displays a white screen saying the name of the phone. then shuts off then comes on. and does this over and over. I have tried clear storage and recovery. nothing works?
