pls can anybody help me with the instalation to make video callung on facebook with android tablet 2.3.

Google Chat and Skype will let you do video chats on facebook but as far as I know, the facebook android app doesn't come with built in video chat. Do you have the app installed already? I just tried it on my Android phone and I couldn't find any video chat options. Where did you read about it?
