Activate Camera From a Website

Good Afternoon

I am fairly new to android and I am wondering wether it is possible to somehow have something on a website like a java application or android app that will activate the camera on the phone/Tablet allowing the user to take photos that will then be uploaded again. THis has to work without him physicly having to install a app from market for example. Is this at all possible?

So you want to install an android app on a website that will trigger a smartphone to turn on its camera? Am I getting this right?

Doesnt have to be a android app but yes I want to activate the phone camera from a website without the user having to install anything on the client side.

Meaning ..you want to activate(control) someone's cell or tablet camera who visits your site<_<<_<<_<,is this without his/her permission?
Hmmm sounds suspicious...ooor creepy!
but thats just me...

It can ask for the users permission to activate the hardware that is not a problem I just want to able to do it without the user having to install any additional software on his phone.
