Hi Ankit,
Like other's said you can use your existing Gmail account to register for the PlayStore Services and yes there is no monthly charge or kinda .... in the Play store basically you will find free apps and paid apps, there is no charge to be borne while downloading freeware apps. But if you are trying to download paid apps you can do so by purchasing the app, the cost of the app can be seen there.:grin:
