I Cant get a Samsung Galaxy SII Skyrocket with AT7T to link or activate with a T-Mobile SIM / Its Unlocked, but???

Ad it states, I CANNOT get an active galaxy to release from AT&T and recognize a T-Mobile SIM or connect to the network.......Cant figure it out, niether could AT&T, Samsung, or T-Moboile....Whats left to do? Its unlocked, but could it be because it's still an active phone or is still a live account with AT&T????
