I can't go past Google Maps if I'm online or MapsWithMe if I'm not. MapsWithMe allows you to download the areas/countries you are interested in (so you don't have to download the whole world!), and it means you're less likely to get in a spot of battery trouble when you're lost as it doesn't require Wi-Fi or 3G connectivity.
