I continue to recieve old download notifications more frequently, after clearing cache on Download Manager app of my SAMSUNG G3 as suggested on last weeks posts...yes it has defective 4.3 ...and I am unable to open Download manager as a seperate function...DM is only viewable in applications with choice to force stop or turn off...
