Well, i think yes IMEI number of the device can be changed there are some software available that can do this well, lets hope the cops can locate your device and the person who have the phone will not change the IMEI number. Have you tried locking you phone down by using gmail or samsung account ??????

Well, truly I know know how cops track the lost mobile devices, so just can't tell you how another this yes you can lockdown your device using your gmail account but the condition is the person who has your device doesn't remove your gmail account and has is connected to data service. But i think you should give it a try, just login into your gmail account and goto>Android device manager if it shows your device is online then lock it down.

and what happens if u lock it down, he/she can do hard reset/factory reset.

I would say it will give you enough time to track down your device, and yes you could even snap a picture of the thief and I think that's enough details to track down

Well, @Ambie there are some softwares that can do this for you, I don't know about software because I haven't search for it yet.... but I will assure you it can be done.
