I have been avoiding the upgrade to 4.3 like the plague (mainly because it takes away free tethering & will cost me an extra $250/year for what I have now). However, it appears that I've now lost the option to delay it until another day. It's forcing the download on my phone. Is there anyway that I can prevent this automatic download/system upgrade?

Well, if its forcing you then I don't seem to know any trick that can help you rather than keep clicking on I'll update it later .....

I no longer get the 'update later' option, it just starts downloading on it's own now. The only way to kill it is to power off or put it in airplane mode. I was hoping someone would know of a way to prevent this automated download.

Well, now it seems that this update can't be killed, it has to be updated. You can't do anything about it now you need to update your device to to continue working normally. 
there is nothing you can do about it.
