I am on a public internet. There is some one remotely looking at my computer/tab by latching on my ip address how do I change, block or find the culprit.

Well, what you can do is try installing VPN Server to change you IP address to something different. Try using Shellfire VPN application available in the PlayStore, that should sort your problem out !

You can do it by using VPN. You can also do it by using your browser. You just need to install an add-ons named "anonymous". You will get three IP of USA, UK and Netherlands.
