Samsung Galaxy S4 — I can't go to settings/anywhere for "unfortunately, the process android.process.media has stopped"

Title says it all, i wanted to fix this problem but everyone says go to settings/clear cache etc. But the thing is I CANNOT even go to settings. This "message unfortunately, the process android.process.media has stopped" keeps popping up like every 0.5s. And once I press ok, it either LAGS and SHOWS UP AGAIN. Little help please. Thank you so much.

Power off your device completely.
Press and hold Volume Up, Home and Power buttons simultaneously.Release the buttons when the phone’s screen flickers or Recovery logo appears.
after you release buttons, you will be taken to the main Recovery Mode menu.
Go to recovery and clear cache
