Samsung Galaxy S4 — system write protected galaxy s4 i9500 kitkat 4.4.2

:(**My phone has a system Protection its not allowing me to flash a new rom or delete anything through ordin or recovery and the system is corrupted. The phone is just restarting its self, today I used it about 5 minutes and it restarted itself.. Within that time I tried to delete and unistall some programs but they where still coming back. How do I flash a new rom with its status? Galaxy s4 i9500 (4.4.2)
