Samsung Galaxy S3 mini — S3 mini locked screen cannot hard reset since keys combo not working and USB Debugging Off

Phone was screen lock due to many attempts. Can not unlock using google acct. Try to hard reset using keys combo but it doesn't go either recovery and/or download mode. Have seen threads related to ADB and SDK tools and able to connect it but can't go further like to factory reset or wipe data due to permission denied. I guess phone is not rooted and USB debugging is not enabled.

Please help.
