I heard that soak test of android L is going on in India for moto e
what is soak test??
can I upgrade my moto e to L?

A soak test is basically a trial run to determine if the firmware is stable enough and ready for general release. Normally they are by invite from the manufacturer or carrier so for the Moto E you would have to be be a member of the Motorola Feedback Network.
