What is ART runtime in moto e under developer option . by default it is in Dalvik
what is the con's & pros of ART?

There are quite a few features where we've mentioned this but to put it fairly simply: using dalvik means that apps are compiled when you open the app; using ART apps are compiled at boot. Obviously the pros (quicker app opening, less lag, quicker all-round performance) outweigh the cons (more memory used to store app data, longer app install time) though it depends on your hardware.
