I Personally use OnlineVideoConverter for converting and downloading videos from Youtube. It allows you convert and download videos to mp3 and various other formats from Youtube & other sites. Also you do not have to download any software for conversion.

Wondershare AllMyTube. It is a professional YouTube video downloader which can download the YouTube video and convert it to WMV directly. Really worth to try it.

There is no Youtube downloader app available for Android to download videos in WMV format. It's better you can use traditional Video downloader app like SnapTube Video Downloader, TubeMate Youtube downloader or VidMate Video downloader. then convert the video to WMV with video converter.
