Samsung Galaxy S5 — Phone does not communicate while WIFI is on and the screen is off.

My S5 has trouble communicating when WIFI is enabled and the screen is off. This occurs with the following:

Pushbullet - Cannot receive pushes if WIFI is on and the screen is off.
Android Device Manager - Same issue.
E-mail - Same issue.

Upon turning the screen on (even while locked) pending messages will be received. If WIFI is disconnected or off, this issue does not exist. The issue first began while using Kitkat, I have since upgraded to Lollipop and even factory reset my phone. Neither of these have corrected the problem.

I have 'Keep Wi-Fi on during sleep' enabled and have even attempted using 'Smart network switch.' Yet the issue remains unresolved.

Resetting the connection can resolve this issue. However, it is only a chance because the connection can also restart with the issue as well. Also, I have been unable to test this thoroughly and am unsure how long the issue remains resolved once resolved (It is possible that the issue is resolved for the duration of the current connection).

Has anyone heard of anything similar? Does anyone have advice?
