I am in C#, is it possible to develop applications for Android, how can I start? Where to begin? if any tips please advise.

I am also familiar with C#. But AFAIK, we have to study Java and have a grasp of Java programming in order to develop android apps.

As for IDE, you can use either Eclipse or Android Studio. As a beginner, I recommend you the official Android Developer website: developer.android.com .
