Memory usage in android phone

Confused with memory usage on my Nexus 10 (16 GB). Battery was replaced, tablet reset. Updated to Android 5.1.1. Shows Total Space 13.1 GB. Apps 2.2 GB, Pictures, Audio etc 0.1 GB. Then 13.1 minus 2.3 = 10.8 GB should be free? Yet, shows only 3.5 GB available. Where did the other 7.3 GB go?

Some Memory is needed for the RAM, you cannot use all the memory allotted to you, even in 32 GB you cannot get it all.
