Android Studio installation

I have installed Android Studio, and installed Android sdk to C:\programdata\android\sdk folder, logged in as admin. When I login as a standard user, and try to run Android Studio it downloads the whole sdk from the web and installs to the C:\users\%username%\appdata\local\android.

I have tried setting the environment variables to ANDROID_SDK_HOME=C:\ProgramData\Android\sdk, still it downloads the sdk to the logged in users' appdata folder.

1) Is there any way to change this behaviour, as the sdk is already installed and all users can pick up the sdk from the ProgramData folder?

2) As we are a school, we can't tell the students to change the setting in the ide. We would like students to work with it instantly without having to make any changes

Any one has any ideas?
