reset failure

I am trying to reset to factory a Nexus 7 and it does not do it no matter how many time I try--any suggestions as to how to return the nexus 7 to factory ?

So what happens when you go to Settings and Factory Reset?

I hold down the power key and then the volume down key and tap the volume down key until bootlog and reset comes up and push the power key and the volume up key once and it does something and it says starting android and it is optimizing 1 thru 107 apps that take quite a while and then it starts and there is no difference. I've tried all combinations of this I can figure out and cannot get the thing to change anything. Is it toast or am I not doing something right? I did select the reset and later the boot log but no difference, same result.
