Activating app without entering PIN into lock sreen - (panic button app)

Hello,

Say if someone is woken up with the sound of a burgler in the house, I need to be able to active my emergency contact app without the user needing to make any noise, or spend any time fumbling for the phone, logging in, contacting emergency services etc.. is it possible for the user to, say, press the power button 3 times to activate an app? (I can do the other coding to make the emergency call)
