RCA RC7TK9 with preinstalled malware

Last year I bought it in Wallmart and I have problems since day one. It is full of malware that screens a lot of various popups, offers, bullshit. I installed 360 security and after some time managed to make it work. Each time I connect to the internet things return. It is because those programs are preinstalled and returning to the factory settings does not solve anything.

My questions are:
1. If I root it, would I be able to completely uninstall all the programs added to Android 4.4.2 ? My list of disabled apps has now more than 30 entries. I want to get rid of that crap because it activates again upon connecting to the internet.

2. If this is not the case, or partially, would complete reinstall do something better?

3. Can I use some of the custom ROMs to do that?
