How do I get my data connection to not be erratic?

It is all over the map. Today it has been especially slow for no aparent reason. But one second I will have 1 MB/s and the next 1 kb/s literally. It keeps hovering around 30 kb/s much of the time. I am nowhere near my data limit. This keeps hapoening and it is getting very old. How do I fix it? I am supposed to have 4g, and yet it takes 10 minutes to download 4 megs? WTF?

Also, my file system seems to be broken for some reason. VLC player will play a file opened with file commander the first time, but if I want to play another video after that it freezes up if I don't force stop the app first. Also l, for some reason adobe acrobat will not save edits to my memory card. Is there any way to fix any of that?
