Very low audio volume and quality specific types of audio

I am unsure what the cause of this is but I stream police and emergency scanner audio to my phone and when I moved from an iPhone to a Galaxy s6 active when listening from the phone speaker it's extremely quiet and garbled. Sounds fine through headphones or Bluetooth. I later changed to a Galaxy S7 and the audio is no better with this new phone. Every other type of audio plays great through the built in speaker.

All other devices play this audio stream with no trouble. Laptops, desktops and iPhones. I switched to another website to provide the stream but it seems like any scanner type audio is being filtered or something by the Galaxy phone.
