Android Nougat - Settings Specific to App In Use

Is there any way to have phone settings change automatically based on an app in use? I am running ESR app (motorcycle GPS) on my Note 5 and it would be desirable if the phone would go to maximum brightness and screen always on when that app was opened. I have used the developer option for screen always on while charging, but does not seem to work. That option does work when charging from my 120v input charger in the house but not from my 12v input charger on the Harley. That source is a hardwired USB port. Thanks
