Why has the carbs to fiber proportion such an influence on the body fattening process?

Food's carbs are turned into sugars, and fiber slows down the arrival of those sugars to the blood stream, creating a pace at which the body can use them as "fuel" as they arrive.

On the contrary, when a piece of food is poor in fiber, too many sugars will reach the blood stream in a short period, and then the body has to resort to store part of that sugar as fat, therefore making us gain weight.
