Hi Nik,
I strongly recommend you to learn basic programming of respective platform (Android/iOS). The best way to learn which I heard & used so far is www udacity com
One of my mates already learning through this forum from last 15 days. Give a shot. Its really cheap.

That can be easily build with technologies like HTML/JS/CSS with frameworks like iconic.
You should learn those or use some template.
In a week or two you should see some result. If you keep working, maybe in a month you can achieve what you want.
