Galaxy Tab 3 Hard Drive full

Good morning - my Galaxy Tab 3 apparently is completely full -- 100% -- I have wiped the cache, but it still will not stay booted long enough to clear out some junk on it. Without losing everything on the tablet, is there a way for me to boot it, where it will stay up long enough to wipe a couple files?
I have tried safe mode, and it just starts a reboot immediately after the welcome screen into windows

Try to clear the cache memory.
Eventually uninstall some of the applications you use less frequently.
