i accident disabled google play services

while play service disabled but i no account too! because its services checks your information such youtube gmail hangouts maps and anything something too!!! i never disable play services
i have no stock rom then create account

I think a hard reset will solve your problem.

Just restart your phone. If this doesn't solves the problem. Navigate to settings -> Apps -> disabled apps and check for Google Play Services. Enable it from there
