Android studio 3.1.3 TextToSpeech

I want to run app from youtube. I always get error. I've tried almost everything. But still it doesn't work. Can you help me, please?

Hello.
My problem is that android studio 3.1.3 does not support applications that are on the web. My preliminary solution is to use the lower APIs. I changed the build.gradle, see below, and it works so far. For every better solution I will be very grateful.
