Why doesn't Facebook supply the APK for fb Messenger on its official website while it does for fb?

As we know, Facebook supplies the APK for Facebook on its official website. But it does not supply the APK for Facebook Messenger.

Do you know why there is a different policy for its Android apps? (nerd)
