LG G Pad 8.3 — flashing through apps upon startup

My mother's LG G Pad X8.3 spazzes out upon startup. It flashes through every app that's open vibrating the whole time. It goes on for about 45 seconds. I reset it for factory settings. I've looked for any app that shouldn't be there but she has never loaded anything. I cannot figure out why it is doing this? She just had a stroke so I need a tablet that behaves itself.
