Data Roaming Reset

Hi there, I urgently need help. My company have to supply 3000 Nokia 1+ phones to the NHS to run a customised application which supports elderly and vulnerable patients during the Covid-19 situation. We have to use roaming SIMs to ensure best chance of connection, however, the Android 9 Pie lite OS resets the roaming setting back to off when the phone is power cycled.

Can anyone tell me if there is any way to stop this from happening?
