How to delete all files from pc? There is some ways to recover files, I want to delete all files so everyone can't recover it. How to do it?

You may take advantage of some HDD Low-Level Formatting tool.
But this seems to have nothing to do with Android. :D

If you want to delete data on your Android device without recovery, you need to ask help from Android data eraser program. It can help you erase all files on your Android device without recovery. Before that, you'd better take backup of your Android device.

Format C:/ from the command prompt for pc. But then you will have to reinstall Windows from an external bootable drive and all the programs and that is a bit more complicated. And this is an Android forum

Some resets do leave personal data, but a good "Hard Reset" should erase all your personal stuff.Once done, and you want to make sure everything is gone and gets overwritten, you can fill up the phone with random files.

Click Update & Security.
Go to the left-hand side, scroll down and click on Recovery.
From there, go to Reset this PC. 
A prompt will appear with two options, Keep My Files or Remove Everything. ...
Click the Change settings option.
Turn the Data Erasure toggle switch to on.
