Are you talking about actual phone calls, or a redirect like you can do via, say, Skype or Google Voice?

No What's app does not support direct phone call ! Yes, you are allowed to send voice notes but direct calling is not possible. Like @Joel said you can use other apps like Skype, Hangout etc.
